Quaiser Hashmi, PE

Acting Regional Manager, Mid-Atlantic North
Quaiser Hashmi, President and CEO of ATANE, is responsible for spearheading this vibrant, 350-person full-service consulting firm in Lower Manhattan. Upon accepting this position in May 2019, he stated, “This honor—and challenge—is the culmination of my career at ATANE, which I joined in February 2000.” Most recently Vice President of the Engineering Design Department, Quaiser has been responsible for the management of critical bridge and highway infrastructure work in the tri-state area, including the design-build reconstruction of the Harlem River Drive Ramp to the Robert F. Kennedy Bridge, recipient of the 2013 ACEC New York Platinum Award for Engineering Excellence, and the Claremont Parkway Bridge over Metro-North Railroad in the Bronx, recipient of the 2015 ACEC New York Gold Award.
Mubbashir Rahman
CFO
Mubbashir Rahman, CFO, has been employed with ATANE since 1997. He develops and maintains an efficient and effective financial and administrative organization and selects, trains, supervises, and counsels all accounting and billing personnel. He also takes the lead in strategic planning, organizational transformation and performance management.
Mubbashir’s expert oversight includes responsibility for all financial operations, including preparation of periodic financial reports, maintaining accounting records, managing internal and external audits, coordinating and producing tax documents, and monitoring accounts receivable, accounts payable and billing accuracy. He has maintained a comprehensive set of controls and budgets designed to mitigate risk, manage the production of the annual budget and forecasts, calculate variances from the budget, and report significant issues to management. He ensures the integrity of fiscal data and modeling transparency and accountability and that all accounting policies comply with generally accepted accounting principles or financial reporting standards.
Mubbashir holds a Bachelor of Engineering (Mechanical) from the NED University of Engineering & Technology.
Mahmood Mohammed, PE

Structural Inspection and Evaluation
Mahmood Mohammed heads the Structural Inspection and Evaluation Department, which comprises over 30 inspection teams conducting more than 1,000 bridge and 700 ancillary inspections annually. His expertise has been instrumental in making ATANE one of the Northeast region’s premier bridge inspection and analysis firms. Mahmood has managed the inspection and evaluation of over 4,000 bridges and 3,500 ancillary structures, including major bridges like the Pearl Harbor Memorial Bridge, the first extradosed bridge in the U.S. He also led the first-of-its-kind investigation/monitoring of the Gold Star Bridge, which received an ACEC NY Platinum Award. Mahmood is a Professional Engineer in 10 states.
Magdy Elkafafi, PE

Construction Inspection
Magdy Elkafafi manages and supervises ATANE’s large-scale infrastructure projects, including highways, bridges, railroads, airports, city streets, subways and terminals and projects involving water supply and trunk mains, sanitary and combined sewers, and private utility networks. He provides technical direction to the construction inspection staff, overseeing the work of engineers, designers, drafters and project subconsultants.
An accomplished Resident Engineer, Magdy has been responsible for on-site, day-to-day project operations on some of the region’s most high-profile projects, such as the NYSDOT Gowanus Expressway Emergency Deck Replacement, which received the 2016 ACEC New York Diamond Award for Engineering Excellence, as well as several projects for the NYCDDC, from which he received a Letter of Recommendation for his work on the installation and testing of a new water main on Cropsey Avenue in Brooklyn. Recent work includes oversight of the NYCEDC’s $96 million project to upgrade infrastructure in the iconic Coney Island section of Brooklyn, a critical step in the area’s long-awaited revival.
Richard Hallahan,PE

Special Inspections
Richard Hallahan, Senior Vice President, heads ATANE's Special Inspection Department and its state-of-the-art material testing laboratories. He is adept at construction, materials inspection, special and controlled inspections, inspection monitoring, progress inspections, building assessments, and quality control. Projects under his purview have included batch plant inspections for all MTA Capital Construction and NYCT projects under construction; post-Superstorm Sandy inspections in hard-hit areas of New York City; SCA special inspections at more than 300 facilities citywide; special and forensic inspections at NYCHA housing developments; and special inspections for a platform over active LIRR tracks that will support two high-rise towers at Hudson Yards. Rich is a Professional Engineer in New York and New Jersey.
Khaled Husein, CCM

Khaled Husein leads ATANE's construction management group in its mission to provide services to our diverse clients. He offers national and international experience in the construction industry on both public- and private-sector projects, including key projects such as the $450 million construction program for the General Services Administration Brooklyn Courthouse in downtown Brooklyn, NY; the New York City Housing Authority (NYCHA) post-Superstorm Sandy emergency recovery efforts to restore power, heat and hot water in Coney Island, Red Hook and Staten Island; the $216 million comprehensive upgrading/rehabilitation of the Justice Sonia Sotomayor Houses (28 buildings) in the Bronx for NYCHA; the $61.5 million Rikers Island Kitchens construction in Queens, NY for the Department of Design and Construction on behalf of the Department of Correction; the $45 million reconstruction and restoration of the historic Manhattan Supreme Court in downtown; and the $27 million Erie Basin Vehicle Evidence Facility in Brooklyn for the Economic Development Corporation on behalf of the New York City Police Department.
Khaled holds a B.S. in Civil Engineering from New Mexico State University and is a Certified Construction Manager.
Ken Mangam, PE

Infrastructure Design
Kenneth Mangam, Vice President of Facilities Design, is responsible for a wide range of projects—from small residential developments to citywide school systems and innovative transit stations as well as emergency repair/restoration in the aftermath of damaging storms. ATANE’s work in these areas includes new buildings/additions/alteration design, condition and forensic assessments, ADA accessibility, sustainable design/LEED certification, and MEP.
Since joining the firm in 2001, Ken’s numerous project work includes Deputy Project Manager for two NYCT Enhanced Station Initiative joint venture architectural/engineering assignments in support of the design-builder and Project Manager for master planning for a cultural retreat in Virginia featuring a traditional Hindu temple, lakefront cabins, trails, and other amenities.
Ken is a Professional Engineer in eight states.
Jaime Vasquez, RA, LEED AP

Department Manager, Facilities Design
Jaime Vasquez, Chief Architect and Manager of the Facilities Design Department, joined ATANE in 2018 and has 40 years of experience in the industry. He excels in the management of projects that require detailed coordination of design disciplines, such as the $10 million Devasya Spiritual and Cultural Retreat in Virginia, for which he is serving as Architectural Project Lead. He is also serving as Project Principal for the company’s continuing architectural and MEP services for the New York City School Construction Authority’s capital improvement program for citywide school rehabilitation. Jaime is especially adept at agency and community interface, presentations, and working with agencies to obtain project approvals. His broad-ranging portfolio includes the use and implementation of building and life safety codes, zoning ordinances, OSHA, accessibility codes and standards, and design and management of public and private projects.
Meryle A. Kaleda

General Counsel
As General Counsel, Meryle Kaleda advises senior management on all corporate legal matters pertaining to contracts, procurement, risk management, regulatory compliance, finance, human resources and employment, and safety. She reviews, drafts and negotiates contracts and other business agreements and provides insurance defense litigation oversight and insurance contract compliance supervision. Prior to joining ATANE, she served as Associate General Counsel and Vice President of a New York City-based women/minority-owned professional design and construction firm. Meryle is admitted to practice law in New York State and the Second District Court for the Southern and Eastern Districts of New York.
Lori Littlejohn, ESQ
Compliance Officer
Lori Littlejohn, ATANE Compliance Officer, is highly experienced in the development, implementation, and management of corporate compliance and ethics programs. Her expertise includes anti-corruption, data privacy, data protection, Foreign Corrupt Practices Act, cybersecurity, anti-money laundering, terrorist financing, economic sanctions, customs compliance, commercial export controls, sexual harassment, and diversity and inclusion. As such, she oversees ATANE’s code of business ethics and standards of conduct, including anti-corruption policies, and develops training initiatives for its continued improvement.
Lori received her Juris Doctor from Emory University School of Law and an MBA and BS from Florida A&M University. She is admitted to practice law in New York and Florida.
William Slade Jr., PE

Acting Branch Manager, Providence, RI
William Slade oversees all operations and business development in the thriving New England region, including budgets, project quality control, and marketing. He joined ATANE in 2011 and has 25 years of experience in the industry. Most recently Vice President in ATANE’s Construction Inspection Department, William has served as Resident Engineer on the Gowanus Expressway Steel Repair and Rehabilitation project for NYSDOT and for CTDOT’s I-95 Interchange 14 and 15 widening. He also served as Project Manager for several high-profile projects, such as CTDOT’s Metro-North Railroad Bridge over Atlantic Street in Stamford, CT, the Bruckner Boulevard Bridge reconstruction over Amtrak and the St. George Ferry Terminal Ramps, both for NYCDOT.
Earlier in his career as Engineer-in-Charge for NYSDOT, William’s accomplishments included supervising the Emergency Repair When and Where contract for the five boroughs of New York City, the Staten Island Expressway Bus Lane from the Verrazano Bridge to Slosson Avenue, and the Gowanus Expressway Prospect Expressway Interchange Rehabilitation contract.

Lou Torelli, Branch Manager of the Wethersfield, CT and Providence, RI offices, joined ATANE in 2011 and has over 30 years of experience in the industry. He has demonstrated outstanding skills in the management and development of organizational structure, identification and assignment of functional responsibilities, and coordination of resources—from the conceptual stage through construction. Serving in the capacities of Project Manager and Project Coordinator, he has provided management, coordination and administrative supervision and control on a variety of public and private improvement programs in the northeastern US. His project portfolio encompasses transportation assignments for highways, bridges, airports, and primary and secondary roadways.
Earlier in his career, Lou was Area Programs Manager for an international, multidisciplinary consulting firm.
Abdol Haghayeghi, PhD, PE

Abdol Hagh is responsible for ATANE’s operations, marketing and business development efforts in the Boston/Massachusetts region. He joined ATANE in 2018 and has 39 years of experience in the industry. Abdol has achieved many successes in the management of large design and construction management projects, including transportation, commercial mixed-use, educational, and internationally recognized facilities. He was most recently Chief Operations/Chief Technical Officer of a global consulting firm and, earlier in his career, Senior Vice President of a building engineering group in North America, with oversight of more than 2,000 professionals. Known to turn challenges into opportunities, Abdol has negotiated and managed high-dollar-value contracts and scored project acquisitions that produced revenues exceeding $300 million. His accomplishments include securing and managing over $40 million in design and management contracts on the $14 billion Central Artery/Tunnel project in Boston.
He has authored numerous highly regarded technical papers and has lecturered at MIT and Northeastern University.
Samer Hassan, PE

Samer Hassan, Branch Manager of the Iselin, NJ office, joined ATANE in 2012 and has over 22 years of experience in the industry. He is an accomplished structural engineer adept at both inspection and design. He has served as Design Engineer, NBIS Team Leader, Load Rating Engineer, Quality Control Engineer, and Project Manager on multiple bridge engineering contracts, completing structural evaluations for over 2,000 bridges and 500 sign structures. While in these capacities, he managed routine and in-depth inspections, evaluated reports and load ratings, and designed various structural repair details. Samer has an excellent track record in managing complex bridge engineering projects and is recognized for achieving high levels of client satisfaction and trust. His work includes numerous signature bridge structures such as the Benjamin Franklin, Walt Whitman, Verrazano, Brooklyn, and Williamsburg bridges.
Samer is currently managing ATANE’s bridge engineering practices in New Jersey and Pennsylvania. In addition, he is an Adjunct Associate Professor at the City University of New York.

Mark Stettler, Acting Branch Manager of the Philadelphia, PA office, joined ATANE in 2018 and has more than 29 years of experience in the industry. As Program Manager in the Facilities Design Department, Mark offers a client-centered approach to problem solving and facility programming; a comprehensive knowledge of engineering disciplines; expertise in the preparation, integration, and tracking of project documents; and experience in facility programming, space planning, and construction project contract administration. Mark is also adept at due diligence studies, property condition assessments, ADA compliance surveys, and rehabilitation/restoration work such as the City of Philadelphia Dell Music Center and Philadelphia Housing Authority facade inspections. Private-sector work encompasses secure facilities, commercial office, turnkey retail, disaster recovery, adaptive re-use, transportation, education, laboratories, manufacturing, and vehicle maintenance facilities.
