The Samuel Baxter Water Treatment Plant supplies 60% of Philadelphia’s drinking water and currently serves over 750,000 customers in Lower Banks County. An average of 210 million gallons of water are extracted from the Delaware River daily as the treatment process begins. This process includes coagulation, settlement, filtration, and disinfection of the water prior to distribution to ensure that all drinking water meets the strictest of quality standards and exceeds all state and federal regulations. ATANE, as a team member, provided special inspection and material testing services to the Philadelphia Water Department (PWD) for the construction of a new, 10-1] gallon clear well basin to replace the existing basin at the plant, which showed signs of deterioration. This project—part of PWD’s effort to renew aging infrastructure—also involved the construction of associated structures such as a new gate house and below-grade fault; three below-grade junction chambers; and new influent and effluent houses. We performed grout inspections for the construction of aggregate piers that will reinforce the new basin. In addition, we tested and inspected cast-in-place concrete, pre-cast concrete, soils, masonry, welding and bolting.

ATANE performed 24/7 special and monitoring inspections for the state-of-the-art World Trade Center Transportation Hub, which serves over 200,000 daily commuters and millions of visitors from around the world. At approximately 800,000 square feet, the $4 billion Hub, designed by internationally acclaimed architect Santiago Calatrava, is the third-largest transportation center in New York City, rivaling Grand Central Station in size. Services were provided to The Port Authority of New York & New Jersey as required for occupancy.
The Hub’s concourse connects visitors to 11 different subway lines; the Port Authority Trans-Hudson (PATH) rail system; Battery Park City Ferry Terminal; the World Trade Center Memorial Site; WTC Towers 1, 2, 3, and 4; the World Financial Center; and the Winter Garden, representing the most integrated network of underground pedestrian connections in New York City.
The Hub features an “oculus” design, which gives the facility a distinctive, wing-like appearance. The oculus, the upper portion of the transportation hub, serves as the main concourse. Incorporating 225,000 square feet of multi-level retail and restaurant space along all concourses, the Hub is a centerpiece for the Lower Manhattan district.
More than 12,500 tons of specially designed structural steel were used to construct the oculus, which is equivalent to the mass of 880 average-sized school buses. The Hub features fully integrated, climate-controlled concourses, mezzanines, and platforms. The 270-ton Vierendeel Truss serves as the backbone for the mezzanine roof and acts as a support for the northeast corner of the WTC Memorial.
