Since joining the firm in 2000, I have observed a relatively small engineering firm evolve into a dynamic, full-service architectural and engineering company.

Our growth over three decades has been driven by a combination of dedication and passion to deliver excellence in PM/CM, engineering, architecture, special inspections, survey/mapping, and environmental services.  Fundamental to this success has been our outstanding people and the unique culture we have fostered.

Our re-branding in 2018 resulted in a contemporary, future-focused organization moving into new markets and territories, attracting a newer generation of professionals, and continuing our long-standing relationships with client partners and stakeholders.

ATANE works with public agencies and authorities as well as private entities to deliver diverse project types and purposes.  We are large enough to respond quickly to any client request, yet small enough to bring a personalized approach to every assignment.

Paul Cavota, a former Senior Vice President of Construction
Inspection at ATANE, has more than 45 years of experience, including 32 years with NYSDOT. He oversaw all construction infrastructure inspection projects, including highways, bridges, tunnels, dams and utility infrastructure. Paul’s distinguished career includes Construction/Project Manager for the Gilboa Dam Reconstruction, the Croton Aqueduct Rehabilitation and Site Restoration, and the activation of the Third Water Tunnel, all for NYCDEP. He managed ATANE’s JV partnership for Phase 1 of the Gowanus Expressway repairs and interim deck replacement and was Project Executive for the firm’s JV partnership for Phase 2. He also managed the catenary replacement on the New Haven Main Line for CTDOT and the Park Avenue and Nassau Concord Viaducts project on the BQE for NYSDOT. Paul led the South Brooklyn Marine Terminal Infrastructure Rehabilitation for NYCEDC and the Fulton Street Improvements project for NYCDDC. He was Construction Manager for the award-winning rehabilitation of the Cross Bronx Expressway/Bruckner Interchange, which was completed one year ahead of schedule with no contractor claims. Paul was a professor of civil engineering technology at Nassau County Community College from 1973 to 2010, and is a retired Lieutenant Commander in the Civil Engineer Corps of the US Navy, having served over 20 years on active and reserve duty.

Quaiser Hashmi, President and CEO, has been with ATANE since 2000,
most recently serving as Vice President of the Engineering Department. During his distinguished career, Quaiser has led critical bridge and highway infrastructure work, many of which received industry accolades. Rehabilitation of the Hudson County Willow Avenue Bridge, design-build reconstruction of the Harlem River Drive Ramp to the Robert F. Kennedy Bridge, and the Claremont Parkway Bridge over the Metro-North Railroad benefited from his skilled leadership. Prior to joining ATANE, Quaiser was a supervisor in the NYSDOT bridge maintenance unit, responsible for reviewing and developing emergency repair contracts to address structurally deficient bridge components. Quaiser holds an M.S. in Civil Engineering from City College and is a Professional Engineer in New York and Connecticut.

Walter retired from MTA Bridges and Tunnels as Deputy Chief Engineer. His background in overseeing Capital and Major Maintenance Programs at prominent bridges, such as the RFK Suspension, Lift, and Bronx Truss bridges, along with the Henry Hudson Bridge, reflects his hands-on experience in managing critical infrastructure projects. His proficiency in bridge rehabilitation, water distribution, building construction, rail reconstruction, and mechanical systems aligns seamlessly with ATANE’s work scope. Richard T. Anderson, Board Member
Richard T. Anderson is President of RTA Advisory Services LLC, a private firm specializing in industry relations and strategic planning. He is President Emeritus of the New York Building Congress.
For more than twenty years, Mr. Anderson ushered in a period of unprecedented influence and growth for the Building Congress, a public policy organization in its 98th year of promoting the design, construction and real estate community. In his role as an expert in government policy and construction, Mr. Anderson’s views and assistance on a range of issues are sought by private firms, public officials, agency leaders, the news media, good government groups and other organizations inside and outside of the building community. Prior to the Building Congress, Mr. Anderson served as Executive Director of The Dallas Plan, a non-profit group formed to prepare a long-range capital improvements strategy for that city, and as President of the Regional Plan Association, the nation’s oldest metropolitan planning organization serving the New York, New Jersey and Connecticut metropolitan region. Mr. Anderson was the first elected President of the 40,000-member American Planning Association, a national group based in Washington, D.C., and served as Chairman of its College of Fellows. He is a founding member of the American Institute of Certified Planners and is Vice Chairman of the APA Foundation. He serves on the boards of the National Building Museum, ACE Mentor Program of Greater New York Foundation, Greater Jamaica Development Corporation, the Salvadori Center, Beverly Willis Foundation, and Big Brothers/Big Sisters of New York City. He is senior advisor to about 15 building industry organizations in New York. In recognition of his efforts to make New York City a better place to live and work, Mr. Anderson was awarded the 2001 George S. Lewis Award from the New York Chapter of the American Institute of Architects, where he served as Public Director and was elected Honorary New York AIA in 2010. He received a 1995 Ellis Island Medal of Honor. The Building Congress Board of Directors presented him with a Distinguished Service Award in 2004 and its 2016 Industry Recognition Dinner Distinguished Leadership Award. He was elected to the National Academy of Construction in 2006 and received the De LaSalle Medal from Manhattan College in 2015, the Boy Scouts of America James E. West Award in 2016, and was elected a Fellow of the Chartered Institute of Building. He was honored by Ronald McDonald House, New York Landmarks Conservancy and the National Building Museum in 2017. The Salvadori Center presented Mr. Anderson with their 2016 award for lifetime contributions to the building industry. Mr. Anderson also serves as President Emeritus of the New York Building Foundation, the charitable arm of the New York Building Congress. A graduate of Rutgers University, where he was elected a Loyal Son in 1989, Mr. Anderson earned a Master of Regional Planning degree from Cornell University and completed post-graduate doctoral studies in public administration at New York University. He is a member of the Union League Club of New York and John’s Island Club in Vero Beach, Florida.

As head of the Structural Inspection and Evaluation Department, he leads over 30 inspection teams conducting more than 1,000 bridge and 700 ancillary inspections annually. Mahmood has managed the inspection and evaluation of over 4,000 bridges and 3,500 ancillary structures, including major bridges like the Pearl Harbor Memorial Bridge, the first extradosed bridge in the U.S.

President and CEO

Quaiser Hashmi, President and CEO of ATANE, is responsible for spearheading this vibrant, 175-person full-service consulting firm in Lower Manhattan. Upon accepting this position in May 2019, he stated, “This honor—and challenge—is the culmination of my career at ATANE, which I joined in February 2000.” Most recently Vice President of the Engineering Design Department, Quaiser has been responsible for the management of critical bridge and highway infrastructure work in the tri-state area, including the design-build reconstruction of the Harlem River Drive Ramp to the Robert F. Kennedy Bridge, recipient of the 2013 ACEC New York Platinum Award for Engineering Excellence, and the Claremont Parkway Bridge over Metro-North Railroad in the Bronx, recipient of the 2015 ACEC New York Gold Award.

Daniel F. DeCrescenzo, Jr.

Executive Director

Daniel DeCrescenzo joins ATANE as our Executive Director, after more than 30 years of public service in the transportation sector of New York City. He will be managing the day-to-day operations of ATANE; by providing leadership and guidance, overseeing company policies and procedures; directing human resources, setting department goals, improving efficiency, and managing the business development and client relationships for the New York and Northeast region.

He most recently served as the President of MTA Bridges and Tunnels (also known as Tri borough Bridge and Tunnel Authority) overseeing 1,000+ employees at 9 toll facilities consisting of 7 bridges and 2 tunnels carrying about 900,000 daily trips and generating annual revenue exceeding $2 billion. He was responsible for carrying out the core missions of providing safe, secure, and reliable passage for customers; advancing state of good repair; and the collection and protection of toll revenue.

In more than three decades of public service, he has played a role in major transformations within the MTA such as the introduction of the E-ZPass electronic toll payment system in 1995, the planning and implementation of MTA’s Open Road Tolling in 2017 and the MTA’s reorganization/transformation in 2019. The most notable new initiative under his purview was the Central Business District Tolling Program.

He also was integral to the agency’s response during major events including the September 11, 2001, terrorist attacks, Superstorm Sandy and led the MTA Bridges and Tunnels through the COVID-19 pandemic.

Mahmood is a Professional Engineer in 10 states.

Franco Balassone,PE, CCM

Executive Vice President - New England Operations Manager

Franco Balassone, Executive Vice President, New England Operations Manager, is highly experienced engineering professional skilled in construction oversight and management of large and complex highways & bridge, rail and marine infrastructure projects. With proven leadership and management of local and regional engineering teams, Franco has been instrumental in establishing and expanding ATANE’s presence in the New England region. His strong business development skills adding area work to our portfolio while assuring quality deliverables, and garnering client satisfaction. He has led award-winning critical construction engineering and inspection services on the I-95 corridor and the New Haven Mainline for CTDOT, secured owner representative services for RIDOT on major design-build projects and manages OPM services for the Green Line Extension (GLX) for the MBTA.
Prior to joining the firm, he reviewed major highway and bridge projects for the FHWA and managed projects for NYSDOT, CTDOT, and Metro-North, among others. Franco is a Certified Construction Manager (CCM) and licensed as a Professional Engineer in 19 states. He is also a military veteran (Army) and Eagle Scout.

Douglas McNevin,PE, CCM

Vice President / Compliance Officer

Douglas McNevin, PE, CCM, is a Vice President, Compliance Officer in the Construction Management Department, is a results-driven leader with unique hands-on experience and success built upon integrity, a strong work ethic, excellence in problem solving, and proven organizational and interpersonal skills.
Doug has managed multimillion-dollar governmental projects, responding to issues during the design, procurement and construction phases. He has provided forensic engineering, estimating, claims analysis, and expert testimony for mediation, arbitration, and litigation on numerous construction-related disputes. Doug has also developed and presented training seminars for the construction industry on topics such as project controls, construction contract provisions, and construction delays.
He was a key manager for the initial emergency response to Superstorm Sandy, including awarding and managing the work of a cadre of contractors and construction management, architectural and engineering design firms. Our clients can depend on his adeptness at initiating and supervising the design and construction of large-scale, multidisciplinary projects and coordinating such vital construction program components as quality control, inspection, safety reviews, value engineering, scheduling and expenditures, and claims negotiation and settlement.
Doug joined ATANE in 2015 after approximately 40 years as Deputy Director/Director of Construction for the New York City Housing Authority.
He holds a Bachelor of Civil Engineering from New York University and a Master of Structural Engineering from the City College of New York. He is a Professional Engineer in New York, a Certified Construction Manager, and a past president of the Municipal Engineers of the City of New York.

Barry Dawson

Vice President of Quality Compliance

Barry’s experience in the construction Engineering industry includes project management, engineering, quality assurance/control, construction safety, environmental management, and process training in both the public and private sectors. He has had managerial and hands-on experience as well as the development and implementation of numerous successful project management, environmental, safety and quality assurance programs for infrastructure projects in the transportation and nuclear industries. Including being the original author of the Federal Transit Administration’s (FTA’s) Quality Management Guidelines published in 1992.
Other examples of his experience include:
• 12 years as the Deputy Project Manager and Quality Advisor for the in New York City for the FTA’s Project Management Oversight in Region 2
• Quality Program Director for the developers of the $1.45 B JFK Terminal 4 Replacement Project
• Quality Program Director for the first 5 years of the multi-Billion-dollar East Side Access Project
• Currently Barry is contributing to and in the 6th year and closing out the $3.6 billion Green Line Extension project for the MBTA in Massachusetts as the Program Quality Manager.
• In 2023 Barry was made Corporate Vice President – Quality Compliance for ATANE to refine and enhance their Quality Program to meet all of our client’s needs and requirements to make ATANE our customers #1 Choice.
